Add workflow for windows testing

We need to add a simple workflow that will run the test of windows.

I don't want it to be part of the normal metrix because i don't want to use that much of actions time

feel free to comment here and open a PR that will create a simple workflow that test on specific python version on windows
please test it before open the PR on your fork :)
