Can an entity that is not defined as a leaf be one ? #19

It's clear that a leaf entity (someone that has sub_is_leaf defined by an immediate superior) can not issue an entity statement about another entity.
But can an entity that is not marked as a leaf entity be one in a trust chain ?
I think we should allow it.
