Describe The Bug

If a package is built that is non-module but also has a module counterpart, the module completely disappears and is no longer available in the repositories.

Reproduction Steps

  1. Build a package that has a module counterpart
  2. Run a compose
  3. Find that there are missing packages

Expected Behavior

Modules and non-modules should be co-existing normally.
