Description

Due to some problems during build (inability to run bundle, seeking for rnp.dll instead of librnp.dl, etc) ruby-rnp test was temporary disabled for Windows workflow (see PR rnpgp/rnp#993 ).
It should be enabled back so all available tests are run.
