Integration of Vector Crypto into the Unprivileged spec.

Note that I've completed integration of the Vector Crypto spec into the Unprivileged spec.
Here is the PR.

I expect the PR will be merged on Weds, March 20th or Thursday, March 21st.

Vector crypto is now integrated into the Unprivileged spec. Note that I'll begin asking for Issue closure or transfer to the riscv-isa-manual repo when an issue is still valid. Following that, this repository will be archived.
