Current state

Sometimes the following happens:

PR checks are finished,
Webhook is called,
Bulldozer asks for the status PRs,
GitHub returns "PR checks are not yet finished"
Bulldozer says "OK, I'll try next time"

Desired state

Work around this inconsistency if it happens more often that once per a year.
