Having said that, it's probably better to explain the implication of cluster-policy-controller in https://rhobs-handbook.netlify.app/products/openshiftmonitoring/collecting_metrics.md/#kube-rbac-proxy-sidecar which already describes at length how you can use kube-rbac-proxy to secure a metrics endpoint.
