Prerequisites:

The map visualization library must already be incorporated/set up.
The map visualization must already call the incentives API and show whether there is coverage/no coverage based on incentives data (from issue Provide Unfiltered Incentive Coverage on Map #1 )

Tasks:

Create tooltips with general county details of incentives (incentive programs, projects covered, utilities served)

Verification:

Interacting with the map should show tooltips that provide information on county-wide incentives that match the incentives data.
