[RFE] QUADS 2.0.0 needs some kind of minimal TLS/SSL structure as browser HSTS is annoying #501

We need some kind of skeleton TLS/SSL skeleton steps, either in a README / easy to follow steps or we can bake the whole thing (via openssl / self signed) into the RPM spec.

* Due to HSTS we probably want an easy way for people to optionally set
  to TLS/SSL
* We could do this in the RPM spec but feel like this is a bit invasive
