Deprecate certification documentation

All certification instructions (in all folders) need to have a deprecation notice at the top of the document, according to whatever standard is appropriate. Or they should be removed entirely.

We can follow what this document is doing and point to the relevant instructions: https://github.com/redhat-openshift-ecosystem/certification-releases/blob/main/containers/beta-workflow.md. OR we can keep what is there with a similar notice at the top of each file.

The troubleshooting documents should remain in tact to continue to reference and utilize.
