Manage Jenkins Plugins in the Image via the Operator

This is a tracker issue for a new CR wihich will help manage plugins for a Jenkins instance. The contoller controlling this CR will take care of updating the plugin list, managing dependencies, with the status in the CR reflecting the dependencies installed. This CR should be able to be referenced in multiple Jenkins instansces so that the environment is reproducable.
