manage-identities: Update process-and-notify-users.yml to support more than just IdM users

Currently the playbook found here: https://github.com/redhat-cop/infra-ansible/blob/master/playbooks/manage-identities/process-and-notify-users.yml only supports notifying users with IdM credentials. We should look to update this so that it can be all users that would be created for any individual user.

An example of this would be that for any target that a user would be added to (Atlassian, IdM, SSO, etc.) the user being notified would receive an email with each of those credentials.
