Update ansible tower roles with more README info #400

The various READMEs in the Ansible Tower roles should be updated with more information about input parameters that they consume - i.e.: ansible tower url, etc. This should follow a tabular format like many of the other roles in infra-ansible already use, for example: https://github.com/redhat-cop/infra-ansible/tree/master/roles/certs/acme-host-cert#role-variables
