SonarQube 3rd-party plugin installer is not idempotent #360

Need to ensure that the same plugin is never installed 2 times as this will prevent SonarQube from starting up.

@InfoSec812 Can you provide some more details around the error that you were seeing with this? I'm running the existing test playbook that you provided for the add-sonar-plugin role and don't see any issues with running this multiple times. The only error that I was able to generate was running this (quickly) two times in a row as the deployment was still rolling out after the first deployment.

Just want to make sure I understand the problem we're trying to solve here.

When you change the name/version of the plugin, it will create it alongside and that is when there are errors @tylerauerbeck
