Switch to NPM audit--node security policy is shut down

As mentioned here, the node security policy service has been shutdown. NPM audit is the replacement, however the workflow is different--it's can't be built into the CI build out of the box AFAIK. There's an npm package, audit-ci, that may work well as a replacement with some configuration.
