There are several things we could do for improved roaming conditions:

Implement 802.11k (advertising to clients which channels the SSID can be found on)
Implement 802.11r (Fast Transition: the PMKsa is transfered to the next AP, so clients don't need to redo the handshake)
In some SciFi future, actually do client steering? O:3
