Webhook status 400 for GitHub integration

Appears to be the same as / related to #10902?

Expected Result

When a pull request is opened on GitHub, a build is triggered

Actual Result

Builds are no longer being triggered. They were working as recently as about 40 minutes ago. Now the webhook is seeing a 400 status.

Example of a pull request that did not get triggered: dashpay/docs#315.

I see the same thing on the GitHub side too.
