UVInterpolWave produces NANs in output when frequencies don't quite overlap #8

The brick tends to sometimes produces NANs in the missing channels, when the requested frequency is slightly out of range of the FITS frequencies. Correct behaviour should be to reuse the first (or last) frequency plane for the out-of-range channels.

I have uploaded a test case, see /vault/oms/github-issues-data/issue8/ on jake or elwood.

There's an MS, an LSM with a brick, and a .tdl.conf. Running the standard turbo-sim.py with this .tdl.conf should show the problem.
