This is mentioned in the Deluge forums post about the plugin's future plans, but it seems to have been omitted from this version.
The way I used labels in µTorrent, before migrating most of my new jobs to Deluge, was as tags. So a torrent could have several overlapping states as labels (seed-complete, downloaded [for remote servers], deletable, etc.).
The built-in Labels plugin forces me to make labels for every combination of these states (downloaded-seed-complete, for example) and it's sometimes tricky to switch labels if I have multiple torrents selected.
Given that the forum post is two years old, I had hoped that a release from this past October would have the multi-label feature, but it appears not. So, I'm hoping that opening this issue will at least tell me if the feature is still planned.

It's something that I want to eventually get around to doing, but I've been really busy lately. I can understand how annoying it is since I've been experiencing the lack of such a feature myself. Since I've been getting more and more requests for this, I may move this a little higher on my priorities.
