Fix issue of time out on Poll selection when there are many associated Questions

Because the Poll sync also pulls down all question/categorical data down locally, it can time out when there are many polls for an org with a lot of questions.

Need to move question sync out of poll selection. If we save all updated questions after the polls are selected, hopefully we can avoid this time out. This idea is a proof of concept that will need to be tested out on staging to see if it prevents this timeout.
