SURE-9541

Issue description:

Cluster provisioned via CAPI is not auto-importing into Rancher

###bBusiness impact:
Delays deployment of clusters

Troubleshooting steps:

Logs looked at.

Repro steps:

N/A

Workaround:

Is a workaround available and implemented? No

Actual behavior:

Clusters not importing
Expected behavior:
Clusters to be auto imported
