Allow etcd Proxy Settings to be applied only to the s3 backup container

Steps to Reproduce:
At the moment setting the proxy in the etcd service definition to allow s3 buckets to work in a corporate environment will add the proxy to all the containers in the etcd deployment

It would be more beneficial to have the choice of where to apply the settings so that etcd containers can be left alone but still allow the s3 backup container to upload correctly
