set up an env, default 25, so that each iteration of the main loop we limit simulations to this many per owner

the simulations should be done in a consistent order and iterated over in an indexed way so that all simulations are guaranteed to be run, it is just split over several runs potentially

allow the bot operator to set a list of addresses that don't have this limit
