Problem Description

We currently restart the Synapse container to refresh the federation whitelist. This is sub-optimal since it can cause user disruptions.

Tasks

Investigate how much work is required to reload the whitelist at runtime
If effort is reasonable, implement runtime reloading

ulope added the P3 label
