Spike - Streamlined access to recent data

Description:
As a follow-on to #3164, we need to brainstorm on setting up YUN and DIGIT with a streamlined access to data that improves upon the nightly backup solution currently in place.

Open Questions:

• Can a read-only database mirror of prod work for Yun's DIGIT needs (SAS, Python, etc.)?
• How would the read-only mirror stay up to date and on what cycle?
• Do we need a second rds instance or just a permissions setup?
• What are implications for design?

Deliverable(s):

• Documented plan/proof-of-concept to resolve direct "live" data access
