Python 3.13 support - maintenance-mode / future EOL announcement

We currently don't support python 3.13. This is mainly due to the fact that this library heavily uses telnet, but it also highlights the fact that active development on this library is not on our roadmap. Thus this library is considered to be in maintenance mode, our plan is to archive the project in the future, at the latest once we upgrade our systems to use Python 3.13 or later.

This libraries last RaBe-internal use was removed in radiorabe/pathfinder-cloudevents-service#47.

At the same time we still use our go-lang based LWRP wrapper https://github.com/radiorabe/virtual-saemubox/.

The efforts in https://github.com/radiorabe/pathfinder-cloudevents-service are now focused on receiving data from our Pathfinder via the RestAPI feature.
