More documentation on source energy distribution from file

When "From File" is selected for a source's energy distribution, the File field is shown. There should be a tooltip help which describes the file format (csv?) and any required columns.

Also:

• Create an example simulation which uses an energy distribution from file
• The Energy distribution pick list should be sorted with None as the first item. Currently "From File" is out of order.
