sirepo.com/jupyter without any sirepo cookie goes to missing cookies #7228

Steps to reproduce:

clear cookies (or open icognito window)
go directly to sirepo.com/jupyter
see missing cookies message

My guess is it is related to checking for the role (maybe this code). But, I haven't dug into it.
