Tooling enforcement for not using qualtran-deprecated behavior in our unit tests

spurred by discussion on #1492, the CI could make sure we don't use deprecated behavior in unrelated unit tests. Would need to carve out an exception for unit tests that directly test the deprecated behavior. I suggest using pytest warnings capture
