RFC Request: "Arbitrary" / Supplimental Files in a Dataset

We've come across a number of cases where we need to embed "external" / referenced files in Dataset DAGs. The two most common ones I hear from others:

• Including images in DAGS for machine learning datasets
• Including Code that Qri can't execute, but is valuable in making a dataset audiable

I come across this all the time, we should probably start specing out how this would work. I think this conversation should coincide with an IPLD switch conversation, which is blocked on IPLD spec settling, but it can't hurt to start thinking about how this might work.
