Creating 1.page_title.tmpl header action in resource adds another action #179

Hi,

If I create 1.page_title.tmpl header action file in a resource folder it adds another action and also replaces the action (you see it twice replaced).

The behavior I should expect is only replace the action as it has the same name as the other file (views/actions/header/1.page_title.tmpl)
