What is the bug or the crash?

When the Georeferencer is in dock mode if you turn turn off the dock panel by hitting the X in the corner if you then try to reopen the Georeferencer by going to Layer>Georeferencer it will not open up the panel again.
However, if you go to View>Panels>Georeferencer it will reopen. When not in dock mode the Georeferencer panel does not appear in the panels list and pressing X on the window closes the Georeferencer and Layer>Georeferencer reopens it.
In dock mode if you go to Georeferencer>File>Close Georeferencer the panel is no longer in View>Panels>Georeferencer and Layer>Georeferencer will open it up again.

Steps to reproduce the issue

  1. Go to Layer>Georeferencer to open the Georeferencer
  2. Go to and toggle Georeferencer>Settings>Configure Georeferencer>Show Georeferencer window when docked
  3. Close the panel using the X in the upper right corner
  4. Attempt to reopen the Georeferencer using Layer>Georeferencer
  5. Nothing happens
