Multiple runs of qcr commission-system sometimes required

When commissioning cgras-pc, running commission-system succeeded the first time but did not result in installation of ROS despite requesting it during configuration. Rebooting system, requesting the same commission config again resulted in success and ROS being installed despite no changes.

Possible causes could include:

Patchy wifi connection.

Unmet dependencies at the point in the setup where ROS install was attempted that were met later in the process on the first run.

Not critical currently but if reproduced may need further investigation.
