Measurement Edit and registration dialog should not show the uploaded file section if no files were uploaded

What are you missing?

I opened the measurement registration and measurement edit dialogs and to my absolute horror the uploaded files section is clearly visible even though i didn't upload any files as of yet! 😱

Why do you need a solution?

It confuses me greatly to see an uploaded file section even though i didn't upload any files as of yet.
This also differs in how the uploaded files are shown in the uploaded offer dialog making me even more scared. 😢

Ideas

The uploaded files section of the dialog should only be shown if an actual file has been provided by me!
