In .xml, as i understood, they looks like this

<w:tblellMar>
<w:top w:w="57" w:type="dxa"/>
<w:bottom w:w="57" w:type="dxa"/>
</w:tblCellMar>

Found nothing like: "margin, bottom, top, padding" in Table object or Cell object in docs here: https://python-docx.readthedocs.io/en/latest.
