The summary displayed in pip search is at times not sufficient to decide what to install.
A describe command could show more information about a package, like version number, homepage, long description.

It would be nice to add #2718 as part of this, probably this should not be a new command, but pip show should support remote packages.

@pypa/pip-committers What exactly do we do with this? I think pip show is now beefy enough.

I think I would also prefer a new command to keep pip show for local packages.
