So edit the basic icon.ini file with this tool save it. If you're icon.bni is messed up or not in the correct order. ( THE BUG :) )
Open the basic test.ini
Add a icon as TAG
Add to pvpgn folder
Assign Icon
You notice that icon you set is broken or saved as a flag instead of tag.
Solution:
When you are adding an icon as TAG and NOT FLAG make sure before you click add to select a TAG ICON in the list before you click add. The program then will have my full proper design of icons with no bugs or broken icons.

FLAG type is set always by default for a new icon, until you change it. Do you mean that set icon type to TAG before the add button make sense?
I can't find any inconsistencies here. Please, attach some example bni files and screenshots to make your issue more clear.
Sort order by flag and tag is done automatically on every file save.
Some icons are turning flag or overwriting flags even tho I set them as Tag.
Open icons.bni
Select a flag from the Listbox on left.
Click Add
Choose Image
Click TAG checkbox
Give TAG name
Click Save
Close icon editor
Reopen the same icons.bni you added a TAG too. My icon is a flag, not a TAG.
You can also see what I named the TAG is now a flag name...
We can see the TAG ZENA is now taking over the B+, B flag.
Repeat all steps above but before you ADD an image make sure you select a TAG currently in the list box on the left.
