Both of these are normal. The relative efficiency is relative to efficiency at standard test conditions (STC), i.e. 1000 W/m^2 irradiance and 25 degrees C. The nominal rating of a PV module is measured at STC as well. The rating of a PV module is not its maximum capacity but rather a measure of how much power it produces at a particular set of convenient conditions.

If irradiance is higher than 1000 W/m^2, the power can certainly exceed its nominal rating. A PV module produces more power at an irradiance of 1100 W/m^2 than it does at 1000 W/m^2.
