Receiving error when attempting to use module. can't use --version. Use name:ver instead

ERROR: Can't use --version w/ multiple gems. Use name:ver instead.
Error: /Stage[main]/Profile::Packages/Package[net-ldap]/ensure: change from 'absent' to '0.16.1' failed: Could not update: Execution of '/opt/puppetlabs/bin/puppetserver gem install -v 0.16.1 --no-document net-ldap' returned 1

Yet if I copy/paste that command /opt/puppetlabs/bin/puppetserver gem install -v 0.16.1 --no-document net-ldap , it runs perfectly fine and installs the gem.
