Looks potentially related to some recent changes to the token.

re: winget, i’m guessing the fix is probably similar to homebrew since i see this repo https://github.com/pulumi-bot/winget-pkgs, but i’m not sure if/how we can pass the org to wingetcreate.exe

We've reverted back to a classic PAT in the meantime. Re-runs succeed.
