If one uses PPM to publish a specific version of a package such as pulsar -p publish --tag 1.0.0 and the 1.0.0 tag does not exist on the remote repository, the package will still publish the package but missing all version data, making the package uninstallable.

The backend should abort if this were to occur instead of follow through with package publication.
