As a user, I would like a notification for every comment on a PR I'm subscribed to

Sometimes, we have conversations in PRs that aren't in threads or reviews, and we don't mention each other by name in every comment. This leads to comments that are missed for hours. You can currently get every comment on your own PR, but not on someone else's PR that you've been commenting on.

I expect this desire varies by team and context, but on our team, the traffic is low enough that I'd want to turn that option on if I had it.
