Nightly CI is failing

Looks like another problem related to google chrome setup.

Acceptance Criteria

• The build is passing.
• No hard-coded version numbers in CI for chrome.

Implementation Notes

• We might just have to update the chromedrivers version, or the orb.
• We could use a similar method to Figgy, where we run a selenium container. Try using seleniarm-chrome via Docker. figgy#6208 and Use Selenium Standalone instead of Webdrivers figgy#6012

Sudden priority justification

CI needs to be running so it doesn't become a blocker for an actual sudden priority.
