What maintenance needs to be done?

In order to make the tickets readable, actionable and more accessible we want all the existing tickets to use a template.

• High
• Moderate
• Low

Why is this maintenance needed?

To make the tickets readable, actionable and more accessible

Acceptance criteria

• Add a new label: template-update, color: #831B9E
• If you can easily determine that a ticket should be closed, just close it
• Otherwise, if the ticket doesn't have the sections from our issue templates, add the template-update label
