In our new browser menu each layer has a "i" icon that you can click on to read more about the layer. However it shows up like this:

And when you have more than one map you can have some big issues! This info box popped up half underneath the second map!

We would like to switch this popup modal over to something more in-line with the styling of the layers browser menu, using bootstrap tooltips https://getbootstrap.com/docs/4.0/components/tooltips/ or bootstrap modal https://getbootstrap.com/docs/4.0/components/modal/
