Add Boolean on Wrong File Version page

Add a Boolean displayed on this page (ideally also able to sort/filter) for whether the details of the publication have been reviewed. We have been reluctant to send the canned email when publications are more than 10 years old, since the researchers are unlikely to have the accepted manuscript. But we need to review them, because for some our data is wrong and we can actually deposit the file we have. (Maybe we just need to get over this and send the emails.)

Assuming we complete #997 , I think this will turn out to be unnecessary. At that point I think it will make sense to send authors of very old publications an email that they uploaded the wrong version, but we'll likely just send one, and then it will be out of the main bucket and we won't run across it.
