Make Commitizen easier to use

Contributing is hard

Problem Definition

The current Developer Experience is hard to remember to format messages correctly and without the messages the releases won't happen.

Proposal

Would like to make it so that we use Husky to stop messages that aren't correctly formatted and perhaps catch on precommit to help auto magically format them.
