Catch All Issue for style changes

Here is the place to list some styling we'd like changed in the new myst theming.

• Personally I think the right navbar auto-populated toc, goes too many levels deep. If we tell it not to include h3 level headings, it will look less busy.
• Also there are icons at the top right of the Cookbooks that are not necessary. Why link to wikipedia's open access page, a general creative commons license, and the apache license on each cookbook.
