Reproduction steps

Tests are not operable with (at least) a Thread device:

• First step of test instructs the user to factory-reset the DUT.
• Next step of yaml script attempts to ‘PairWithCode’ which will only work for an on-network device (it will not work with the Thread DUT because the factory reset removed the DUT from the network)
