Unable to force fake_treatment_1.1 Cookie Deprecation Label

Background

I am working with the Protected Audience API and it seems Google Publisher Tag (GPT) + Google Ad Manager (GAM) only initiate the auction when the cookie deprecation label is part of the treatment group. About 2 weeks ago my browser stopped forcing the treatment group when enabling via chrome://flags/#tpc-phase-out-facilitated-testing. When I set the dropdown to "Enable Force Treatment" my cookie deprecation label is undefined.

Can someone please help me enable the treatment group in my browser so I can run Protected Audience API auction using GPT again? Thanks!!
